In competitive SWM events in which gambit is in effect, are characters with the special abilities, "Diplomat", "Aggressive Negotiations" or "Spy", eligible to collect gambit?

I don't think so. I think that was a Balance Committee change at some point in the last few years. By the same token, I don't think that force ghosts can collect gambit either.
But I'm probably not a good source of answers for these rules questions. I'll be curious to hear what the actual experts on this have to say.

Hypothetically, if the answer to this question is "no", then I would have a follow-up question; If the conditions of "Diplomat" aren't benefitting my character ( my opponent doesn't have los on any of my other characters - therefore the ability is temporarily not in effect ), or my character loses "Aggressive Negotiations", or loses the "Spy" special ability, would said characters then become eligible to score "Gambit" points, because they are not benefitting from those special abilities?

A character with Spy can score gambit. That's only Mara Jade Skywalker, Galactic Hero from Epic I, something you're not going to see in many tournaments. Force Spirits, holocrons, holograms (except Sidious) and other characters without a Hit Point rating have never been able to score gambit due to their own specific rules. Sidious is different because he doesn't have the Hologram ability and has Hit Points, so he's just treated like a normal character. Since this 2022 balance committee change, Diplomats can't score gambit either in competitive play. That applies to characters with Aggressive Negotiations too. If a character with Aggressive Negotiations loses Diplomat it can score gambit, but only then- if a character still has Diplomat then it cannot score gambit regardless of whether it is "benefiting" from the ability. The same year there were also two other changes to Diplomats- they no longer block movement, and characters without Hit Points don't "count" for Diplomat so you can still attack them if the only other character you can see is a spirit/holocron etc.
