Would their CEs stack? Merumeru gives CQF and Tarfful gives followers +4 against adjacent enemies. Both are the same but different, right?

One grants a straight stat bonus (+4 Atk) and one grants a special ability (Close Quarters Fighting), so they stack. This is covered in the rulebook glossary under Commander Effects.

Look at it like this. When you are determaining what stacks & what doesnt, in this case, Tarrful's ce is granting a flat bonus to a stat, & Merumeru is granting a "NAMED" ability in his CE, you cant ever stack to flat bonus's for example, you wouldnt be able to stack Tarrful's ce with Qui Gon JT or GMY's ce's because they all give flat bonus' to stats, you however would be able to stack GMY's ce with lets say an Antarian Rangers syrnegy because you are stacking a flat stat bonus with a Named ability.
