No, only characters with the Mercenary special ability (SA).
PBT bonus I would expect to stack, like swarm does. I do not have the rules right here.

Nope. A character must have the Special Ability "Mercenary" printed on their card to benefit from the Merc. Commander's CE. For instance: Boba Fett, Mercenary would NOT get the CE from the Merc. Commander because Boba doesn't have the Mercenary SA despite his name containing the word. On the other hand Trandoshan Elite Mercenary would be susceptible to the CE because he actually has the SA Mercenary.

Sincerely, Jester007 eeek, ok, I been playing that wrong... not with Mercenaries, but with Rebel Commandos. I thought Luke Skywalker, Rebel Commando could get General Crix Madine's CE for Super Stealth...

Commandos are different than Mercenaries. These "traits" are different in that one does nothing other than define a trait (Trooper, Commando, Wookiee), and another one is an actual SA that does something else (Mercenary, Droid, Bounty Hunter).
Here is a hint, look it up in the glossary. If it actually does something, you need the SA.

It's also because the CEs are worded differently.
The Merc Commander's CE is worded like "Followers with Mercenary..." where as the Rebel Commando Strike Leader's CE says "Commandos in your squad..."
Any time you see the "with {SA}" wording, that means they have to have the actual SA on their card.

"With Pilot" is the same as "Pilot" for all intents and purposes of Pilot. Can't think of the exact piece, right now, but I do now that unless it says it does something, the SA is the same as having it in the name.
