 How does this work in relation to Fringe Reserves? If you chose to bring in a unit with Programmed Target, do you get to use the ability when bringing the unit into play?

 Yes, as that is when you "set up" the character.

 Yes, as that is when you "set up" the character. Thanks Swine, I couldn't find a definition of "set up", and did not know if this was referring specifically to right after initial squad placement, but before first initiative... or what ever. But that is basically what i needed to know.
