Does Bastila Shan, Jedi Master Advanced Battle Meditation that increases damage by 10 affect Mouse Droids or other characters with 0 attack 0 damage? Being it is a Force power not a commander effect I assume it would effect Droids?

Actually, no.
The glossary has a sentence that specifically rules out characters with 0 dmg.
It works on droids, but not mouse droids.

it got lost in translation between the design team and the rules insert due to some oddities in the process so it got added recently.
It won't make it into the printed glossary as the omittion was not caught in time so it will stand as an errata going forward.
Basically we knew in design that allowing mice to get the bonus would allow mice abuse so it was never intended to boost them.
Aplogies for letting it sit for so long.
