Master Shaper's card printing and index description fail to explain exactly when and how it comes into play. I assume this ability is like force spirit or dark inspiration... you pick an ally at the start of the skirmish... only this doesn't specify. Nor has any one asked in the FAQ. Its just a strange wording, that lacks some of the vital details to indicate proper use.
