Is Telepathic Insight a choice? Options

Is TI optional? For example, if I have a Yammosk and the only CE I can steal is Nute Gunray's (Speed 4 & -2 Attack) can I choose not to exercise the option or is it compulsary?

You may choose usually means you must choose, but have the option of choosing which one so I would say that you must choose however I will wait for Sithborg to come by and give us an answer.
