Squad Builder: low rating Options

When selecting Low Rated characters for a squad builder option, Queen Amidala disappears from the list. She is ranked under 8.00, so i'm not sure why this happens, unless my understanding if low ranking characters is incorrect (low ranking being >7.99 in ranking score. )
