If you don't face any initiative counter, you don't use Unkar and you have a 76% chance of hitting 30pts of Reserves (either Order 66 or Fringe) if you can get Recon active. 58% without Recon. If you face an opposing Unkar, use your own Unkar with Mas to cancel out and have everyone just roll init normally: 25% chance of Reserves. If it's an MTB you face, you still use Unkar and your Reserves chances drop to around 15%.
