I don't get it, what's a "Bloom ilk"?

Question. Let's say dash rendar starts 4 away from talon. Can he move say 3 get savage and overwhelming. At that point he is say 2 away from an enemy. He can still move 3. Does he have to become adjacent? Or can he move back to not having savage?
