Can Kanan use "Counter Push", if a character with "Overwhelming Power, hits him with an attack?

After looking at the glossary entry for OP, I would say yes due to counter push not negating damage from the attack. Kannan still takes the damage, he just responds to the attack by counter pushing.

Yes you can. Since you are negating, preventing, or redirecting damage, counter push is allowed.

Overwhelming Force is the tricky one, especially if the character has multiple attacks
