if a piece has a commander effect but their CE isnt effecting any one do they could as a follower or still a Commander?

They have a CE printed on their card. They are a commander.

yup just how sithborg explained, only way they can be effected by a CE is if the CE given out is for allies not followers, im sure you knew that already double d but thought id put it anyways lol

CEs that affect commanders (Governor Tarkin) and CEs that affect "characters in your squad" (Nom Anor, Bacara, etc.) will affect commanders as well.
