Creating custom sets Options

I am trying to add characters to a custom set but it will not create the set. Has this feature been disabled or is there another setting I need to make this happen?

Feature has been broken for some time. Don't hold your breath for it getting fixed either. Basically the fact this site is even still working is a miracle.
