As I read this, this does not mean it's not the closest legal target, right? In other words, if I have a gizka in front of one of my characters, my opponent still has to shoot it, but my character behind it would not get the +4 defense bonus from it?

An enemy without cover is a legal target, even if not the nearest enemy. Diminutive doesn't change who the nearest enemy is (which would still be the Gizka in your example), but it can change who has cover (so your opponent can shoot your other character and vice versa, unless there is cover from something else).
