Can a mini without MOTF reroll lightsaber deflect ,block , reflect ect.

No, as that would be two expenditures of Force Points (1 for the force power, and 1 for the reroll), so MotF or Force Spirit is needed.

You can however re-roll them with Yoda or Leia's CE
