Does Yammosk extend the range of this? Does the seer make it range 8?

No.
Us-hrok affects the character with the ability. The proximity of the ally is a condition.

Yammosk does not work because it is not an ability that grants a bonus to another Vong character within 6, nor is it a commander effect.
