Very cool! I like what you did with him. I think he's a bit undercost though, even being unique. Maybe low 20's cost. Otherwise, looks good to me! I too am a huge seps player!

Thanks...I increased the cost and added 10 more HP and +1 attack and defence. What I was wanting to do was put out a good Droid character who is both a commander and follower and I felt OOM-9 brought that well as a character in the movie.

Broken when used in combo with the rest of the Sep arsenal, but thats the way the seps roll. Destroyer Droids and magnaguards would be boosted a lot by this piece, and its a flavorful mini. 9,95/10

If only it could work its way into a virtual set. I was thinking of even giving him Droid Master but his cost would be higher and perhaps too broken of a piece?

i think giving him droid master would put him over the top, unless you drop one of the other abillities, maybe if you drop fire control.

But there's already a v-set version - http://www.bloomilk.com/Character/980/oom-9 - at a very similar cost. One thing the v-set version does that is well thought out is to encourage use of Separatist droids - the main use of this version would be to give IG-86s Speed 8 and +4 attack.
