Concentration would never happen. I've seen countless designers try to get abilities like that out and they are always completly dismissed by the rules guys.

maybe even both^. also we already have an SA that does what dodge grants, Quick Reflexes (+6 Defense when attacked on attacks of opportunity) so you may as well use that SA or a weakened version. Say Quick Reflexes +4 and save Dodge for something better. Like: Dodge (Whenever this character is hit with an attack avoid all damage with a save of 16) as a weaker version of Soresu Style Mastery. (for non jedi)

Both. And yes dodge should just change to an existing ability like quick reflexes.

Concentration could definitely work, I don't think it has ever been attempted. What's been attempted is something like "this character does not activate until every other character has", which has obvious problems. Concentration would just need to read something like "Once per round, at the end of this character's turn she does not count as activated if she has more than half hit points".

I may drop an ability just to keep her more simple but Concentration is incredible so definitely keep that!
