The CE is cool, but I'd almost make it say Droids are subject to this effect so you can get t3 and HK in.

Wasn't he more of the mastermind behind the Exchange and not the actual triggerman? Calo Nord was a big BH for the Exchange. Your guy has a lot of offense but no D other than 18 Defense and 80 HP which frankly isn't much; doesn't even have ion shielding .... BTW, his base without SA's is 15 ... with everything you gave it, its costing around 32.

Hmmm Base stats (Unique/Droid) = 11, Twin (5) Flight (3) = 19, Shock (2) Ion Gun (2) = 23, Prog Target (3) 26, CE (2) Conservatively = easily 28. Going from 80 to 40 hp knocked the cost from 32 to 28 but That's Still above the 20 cost limit. Don't feel bad, my version cost 43 with only one more ability .....

Costing aside, I'm a little surprised that you went the shooter route for it rather than the big support piece he was as leader of the Exchange (and yes I saw you went with the game/1st Person Shooter bit ....

Ion Gun and Electric Shock both affect droids, I don't remember him hating on droids so much...

I personally would up his base damage, drop the anti-droid weapons and give him mines and/or Cloaked and +20 damage OR /proxy mines instead.
