Elusive attack boost in Rebels. High HP, mediocre damage output, but enough punch that he should be an attacker and not just a commander sitting in the back.
It's a nice boardwide, all-encompassing CE, but it's a waste if you try to pair him with the other straight attack-boosting CEs. Ithorian. Xizor. Princess Leia (although that's more for the extra attack than the attack boost), Talz Chieftain, Admiral Ackbar, Atris CE, Niles Ferrier. And that is the whole list for Rebel/Fringe. And that is why Rebels need a small across the board attack boost. :-)
The Fringe have access to Cunning Attack, Fringe Deceptive, and Fringe Ambushalong with becoming Black Sun for other boosts. Rebels don't have that luxury outside of the Rebel Officer from RS for a strict boost. My point is the Rebs needs strict boost vs a boost to allies. Most will choose a Fringe shooter to boost vs Reb shooters (see Cad Bane and Dash Rendar for examples). That would be the only change. He'll be partnered with commandos or SpecForce mostly but he'll be serving a just cause. I'm thinking in more of a Faction purest POV.
Deceptive and Ambush aren't attack boosts, and this wouldn't stack with Black Sun. Cunning is the only one that it would stack with and this is only +2, so I don't see this as a problem for Fringe in the Rebel faction. Even with the +2, Fringe can't be boosted all that much in the Rebel faction (other than the base 10 melee pieces with the Ithorian).
I think the main issue others are getting at isn't that it's too good of a boost to provide fringe - it's more that the fringe options don't really need the boost while the rebel options do so restricting it to rebels entices using less fringe support and more rebel support figures.
