I think it's bad for 70. Max 50 damage a turn and can't move and shoot. Max 15 attack for 70. Id make him like 60

Yeah not being able to move and shoot is a factor, I agree looking at that aspect I will reduce cost to 60. Thanks for the input!

changed heavy weapon and reduced speed to 4. I believe this is more useful and true to the character. Insights welcome!
