At first glance I thought he was too powerful but after looking at him for a bit and comparing him to the already near-broken scout I see he's not that much off. I think counter-attack may be too strong on him for his cost though

Would dropping Gauntlet Knife for Close-Quarters Fighting help? I suppose he is a little on the OP side. On the other hand, he dodges most in-faction synergy quite nicely - can't get Twin, Momentum is too expensive, Accurate is better on Scouts. Maybe a custom ability with a higher save? Or a slightly higher cost? I suppose Counterattack + Knife is too much, but I love the idea of hitting back in close-quarters fighting.
