I think the cost can be lowered alot. Compare it to other 31 pt pieces. Barris Offee, RJ, Lancer Droid, Agent Kallus,Morigan Corde.

Lowered cost and reworked Move! I had the cost so high because a non-unique with a movement breaker could be game breaking.

Hmm... not much time to change it, but I think you could go a little further with MOVE!. Handing out Flak Shield is pretty good, but balanced... especially in light of the recent thrust towards returning to close-quarters. Lift is nice, but not crucial. The only pieces in the 20-30 point range with such low hit points either have Reinforcements/Reserves, intense glass-cannon capability, or offer very specific support to a good build.

I'd say you could definitely lower cost to more like 15-17, or change MOVE to remove half-speed, or maybe even both. Very nice piece, though, I like him having three different support options.

I like the changes. I think MOVE is still very balanced. To really abuse him, you'd need to get him up into the action where he'd be taken out quickly.
