Contingency is to help deal with units who switch from your team to another, such as through abilities like Internal Strife and Betrayal. Trooper helps his men with 501st Clone Trooper squad abilities. The Relay Orders/Willing to Serve combo represents his absolute loyalty to the Republic and then Empire, and his commander effect gives the 501st some more options to help crush Seperatists and Rebels, depending on the faction he is in.

Contingency is interesting. Where he really shines though is if you know you're going against Separatist or Rebel. Since Willing to Serve doesn't say "also" counts as does that mean he can't get Extra from Tarkin?
