This could be actually useful for one more point than a basic battle droid as commander insurance, especially since if you put him near the commanders the attack deduction won't matter.

playtesting, I recommend putting 'scarce materiel' on these, as they are prone to being abused by paratus mirror squads and Zann-consortium squads... maybe 'only in CIS, with exactly 1 commander with CE" etc... other than that, fun-fun-fun here
