pretty fun looking. enforcer would stack with Talon is the maiin issue here. +4 attack and +20 damage to all non-unique fringe. BUT at 60 point to do that and not much to show but those bonuses, it should be fine. I just do not see this piece being played when you have Talon already for fringe that does so much for

This gives you the option of beefing up Fringe while being able to use nonFringe, unlike Talon

ya, but if you are beefing up nonfringe they still have to be non-unique bounty hunters, which will not really be favorable imo. If you are going to use non-unique bounty hunters, chances are you are using Hutt cartel or Talon. I would make him cost less so he can be combined with Talon or add something to make him more valuable by himself.

On a positive note, your CE will have a choice of 15 characters. I was surprised to see that many options until I checked. Wish Maz's CE didn't say "name contains" instead say "with" for her bounty hunter +4 defense hand out.
