Wall Hugger is a bit of an odd ball, but I don't mind getting my measuring string out. I do like what you are trying to do, but it is very hard to quantify numbers and stats on things that don't exist yet. BUT, if I take away those things, you have a very nice 26 point piece only I would give double attack. I don't build a squid with single attack pieces anymore since they can be so easily avoided. Enforcer in theory makes sense and would work well.

Without any other Partisan characters it is a little hard to say how good he is. I wonder if when attacking with Coordinated Fire you shouldn't get bonuses to attack and damage. Otherwise this piece looks pretty good.

Wall Hugger might be simpler if he gets +4 Def when adjacent to a wall.
