Awesome, only thing I would do is swap speed 8/flight for stable footing, and this is coming from an actual Recon infantryman hahaha. But Star Wars-wise yours works too, good job

Well than that brings in a different vision, but a super Cool "army ranger feel. I was going for a rocket pack type scout but think I like your idea better

Suggested rewording: Reconnaissance (Allies within 6 squares gain Sniper against enemies within this character's line of sight). This a cool little piece!

Bumping HP up to 40 wouldn't be out of line, IMO, but this is a solid entry as is. Nicely done.

Mando stats vary quite a bit between 13-16 cost, depending on the piece and function. 13 or 14 seem ok to me if you want to keep HP at 30. shrug

Looking at this piece again, I dig what Reconnaissance accomplishes. I might even add a "and gain +2 Atk" secondary benefit for a bit more oomph.
