I do not like the first part of the CE at all, nor do I understand it. I love Shockstaff and Avoid Defeat on him and one thing that is hard to design is that we know he can use a gun (good cadet with Imperials, etc) but we have not really see nhi m use one. Has he fired a single shot in either movie? I dont remember him actually shooting, makes it hard.

Instead of just shockstaff you could create an ability for the weapon he actually used. Avoid Defeat seems to fit his movie character very well. CE would definitely be intense in standard play, its worth the cost of him just for that right now.

Updated to bring the CE more in line with other similar super stealth CEs. And swapped shockstaff to electrostaff as the weapon he fought Phasma with was the same one as the riot control stormtrooper that we already have in SWM.

hmmm. stealth.. I wonder if it fits. He kind of just walked around in front of bad guys until that evil BB-8 spotted them. It definitely fits the function. i can't think of anything existing that fits perfectly thematically. Aggressive Negotiations might fit as well. Thematically it might fit a tad better because It's a Trap can set it off. CE: Allied characters whose names contain DJ or Rose gain Aggressive Negotiations.
