The CE is a bit odd - Name contains BH isn't the same as those with the BH SA, so you would have 11 possible recipients of it. Not that there is anything wrong with that per se, but it seems like an oddly specific list.

... Jabba Crime comparison, stats about equal, Gangster loses Swing, gains Cartel. CE gains handing out Evade; since Swing is almost useless (How often will he use it??) Essentially Swing is as useless as Cartel, so you're really just gaining a CE Evade at the end of it all. Instead of going down one to 14 you should go Up to 16.

there are not that many unique fringe followers with Bounty Hunter in there name, but I wonder if Cunning and Evade makes Cade Skywalker playable, especially with GMA possibility. It would also help Cad Bane's Furious Assault. Hostage Shield, Evade, and Stealth is pretty good defense. Should the CE also include Droids?

I agree with LB. But that doesn't mean that I don't like it. I find it really interesting. Maybe you could raise his cost to 20?

@LB, yep. Very specific. Jabba here is cheap because he's boosting pretty bad characters. The most competitive of the bunch is Zam, who doesn't need Evade (Cloaked), and loses Careful Shot +6 if she uses GMA from a TBSV. Next best is Boba, BH who already has Evade. So those two only get half the benefit of the CE (Cunning). The rest of the group just isn't that great, but on closer inspection Jabba probably doesn't do enough for them. Oh well.

I think it was more about making a BH or helping existing BHs to be a choice over Boba AFH, and AFH doesn't qualify for the CE.
