Base 14 pts. Double, Cunning, Evade = 23, Rapport and Cooperation - probably 27-28. Even with Coop being once/round, Han, Mara, Dash, Terrik, & the OR Smuggler could get a free activation (which is rather too much.)

They don't get a free activation. They count as activated for the round, same as if you use an XT-6. It's just a way to activate 3 in a phase if 2 of them are Smugglers. I looked at the Peace Brigade Soldier for costing- they serve similar roles. The PBS is arguably better than this guy, though he has less synergies.

Your points have merit, so I'm bumping the cost to 20. I don't think this guy is worth 27, though.

I think double, cunning, and 20 base damage with access to Whorm and TBSV is potentially pretty nasty. Would be better if the Cooperation SA was a CE.

CE wouldn't be very thematic. This is just a non-Unique member of the Alliance, not a commander.

Yea, I agree with them, I am not a fan of that ability being a SA. I do think this guy is a lot better than he looks. I don't think he is broken... But, as was said, the Double Twin/GMA combo in Seps is vicious... and you could run 4 of these guys and "Machine gun" round 1 and get 16 shots at +12/30 with GMA. That could be vicious.

I don't understand that last statement- you can't get 16 shots in round 1, because you usually won't be able to even see enemies in round 1. If you mean the first phase, the ability is usable only once per phase, so you would only get 8 shots.
